LOL Wizzard, I guess that is one way to think about it. And here I am working to find something a bit more plausible that could have made Sheridan be less of a CHowderhead (evil grin)
OK, I return to my original statement, Sheridan is Senior Chowderhead. End of story

portion of script edited from episode by JMS:
Gang of Thugs on Mars: "Hey, look, it's Sheridan. Grab him!"
Thug Leader: "Hold it, you bone heads! That's not Sheridan. That's that Centauri, Abrahamil what-is-name. You want to start a war?"
One of the Gang: "Oh, right. Good call."
Thug Leader: "Don't worry. Sheridan's bound to have a good disguise. We'll just have to wait until Garibaldi points him out."
One of Thugs: "Hey, maybe he's that Drazi over there. Grab him!"

I didn't like Lochley at first. But the Day of the Dead episode really solidified her in my view and made her something more than a caricature.
I thought her scenes in that episode gave her depth and gave me a character I could warm up to and like.
But yeah, the crawling in a tank top crap was annoying.

Lochley took Ivanova's place. For me, that was the problem. I think that Season 5 could have run smoothly with little interaction with the new Captin of B5. The only storyline that really required her presence was the telepath story.
After four season of developing characters, adding a new character and trying to flesh her out in the fifth season felt forced. I could have cared less about Lochley, I was more interested in the characters I already knew and how they reacted to the end of the various wars they had been involved in. Lochely's time on camera took away from time that I felt was better used to get at the changes in realtionship between Garibaldi, Franklin, Sheridan, G'Kar, Londo, Delenn, Vir, Lennier ect...
Iw anted to see Sheridan talking to Garibaldi about what happened on Mars. I wanted to see Londo and Vir interacting more, preparing for what was to come. I wanted to see Delenn and Sheridan develop their relationship, deal with the cultural differences that divided them. Watrch Sheridan come to terms with having to live on Minbar, which was going to be problematic for him and the Minbari.
There were so many story lines that could have been developed, that I felt should have been dealt with, that the time developing Lochley was, in my opinion wasted.
Nothing against the character or the actoress, I just found that character to be unnecessary expect in a very few places.
If there was going to be a new Captin of Babylon 5, I wanted Ivanova. If we couldn't have Ivanova, I would have rathered a faceless drone that was mentioned from time to time but never really developed.
But that is me.

Regarding Capt. Cupcake AKA Capt. Lochley:
What was it that people hate so much about her.
I'll readily admit that she didn't compare to Ivanova in any way. I also readily admit the ponytail thing was horrible.
However, her catfights with Garibaldi were really cool. Also a while back in this same topic everyone was chewin' up on the entire Command staff for allowing Mr. G.'s drinking to get out of hand.
Well who was it that drilled it into his head that he was way out of control? As was stated it shoulda been Franklin in that scene (Much Earlier than Lochley stepped in)since he also was an addictive personality and had his problem with the stims. Who was it that sent for Lise, since obviously she was the only one who would be able to take control over the situation and set him to rights?
Once again I freely admit that she was not my favorite character, actually I think she probably was my least favorite character, but I don't hate her and don't believe she ruined the show

I think Lochley started with a handicap because she came in late and replaced somebody popular. Tracy Scoggins, I thought, did a fine job.
[Personal opinion alert.... climbing on soapbox, take cover...] I am, however, sick to death of the way Hollyweird portrays female military people, especially officers. I suppose the makeup is necessary for the camera, but so much, and so obvious? And the exaggerated swagger.... And the "if you cross me I'll kick your @$$" attitude. In all the years I served, I never ran across anybody who acted that way. Not even me. Well, not often.
Oh well. *sigh*
Anyway, maybe it had to do with her stint on "Babewatch." People had trouble making the transition.
But was the "crawling through the conduits in her workout top looking for telepaths" scene really necessary?

Agreeing about 85% with PC.
I wanted Ivanova to be there. Since she wasn't I think I could have accepted another person with wit or an interesting personality - not necessarily a major character woth lots of camera time-, but at least someone who didn't leave me wondering why such a boring character would have been introduced.
I also was sorry that Marcus died. His humor, bravery, and ardor - not to mention wonderful good-looks, made him an appealing character. However the non-honorable decision he made to desert at the crux of the battle may have made his character impossible to continue.
